Frank Joseph Borghi passed away at his home on November 12, 2016. He was born February 22, 1924 in Niles area of Fremont. Frank was a graduate of Washington Union High School in 1942 and went to work with family on their numerous dairy operations. He would manage dairies in both Santa Clara and Newark for his uncle, Franzo Borghi. His Newark operation milked 500 cows daily, until it was sold in February 1964. In 1964 Frank became a New Haven Unified School District bus driver as well as an independent agricultural businessman. Athletes and Logan Band members have fond memories and stories of 'Bus Driver Frank'. He was also the Decoto Fire Commissioner, eastside of Union City prior to incorporation, appointed to the original formation committee, which established boundaries and procedures for all of the Southern Alameda County School District. Frank served 36 consecutive years in Tri-City government. He never lost re-election. Over the years, Frank faithfully served from 1956-1965 the Washington Union High School District, then, New Haven School District and the Alameda County Water District from 1963-1992 and was the President of the Association of California Water Agencies 1990-1992. Frank was an influential part of the school district and water agency. Five local High Schools display plaques bearing his name along with the one million gallon ACWD water tank along the Union City Fremont Border. In retirement, Frank and his wife enjoyed cruises and tours. Together, they managed to see much of the world and return to his beloved Italy. Although, the thing Frank enjoyed most was attending his grandson's events. Frank was a member of the Chaparral Country Club, a 55-year member of the Fremont Elks Lodge, member of Sons of Italy, Sons in Retirement, The Native Sons of the Golden West, The Martin C. Kauffman 100 Club of Alameda County, the Stanford Buck Club and the Knights of Columbus. Frank was preceded in death by his Father Frank (1969), Mother Bessie (1986), son Frank III (1992) and brother Henry (2007). He is survived by his loving wife of 63yrs Elvamae, son Robert of Union City, son David and daughter-in–law Marcy of Fremont and daughter-in-law Marianne Bloomberg of Fremont. He also leaves behind his beloved grandsons Ty, Max and Frank IV as well as niece Dianne and nephew Darrel. A mass of resurrection will be Wednesday November 23rd 10 AM at Our Lady of the Rosary, 703 C St, Union City, CA. A private committal service will follow at Holy Sepulchre Cemetery. In lieu of flowers donations may be made in Frank's name to your favorite charity.

  3. Frank was a great man and I enjoyed working with him for nearly 15 years at the Alameda County Water District. Frank was a very high integrity guy and fought hard for the sucess of the water district. My condolences to the Borghi family!

  4. Frank was a mentor and friend as I grew up in our neighborhood learning from him about community service and honoring people regardless of their station in life. He taught me about honesty and fulfilling your duty to serve others. I am keeping his legacy and lessons in my prayers for a long long time.
